Consider Krantz statement---do you expect to design & operate a system like the shuttle without any setbacks?
Consider the overkill of the ASAP /Dyer, in their unbalanced approach to the shuttle system safety. The management of NASA allowed their recommendation to be implemented to the detriment of USA space capability. Perhaps, management was biased towards termination for various political reasons & used to ASAP rationale to support their position.
In any event the USA can not afford the unjustified squandering of our capabilities!
We must implement a reasonable approach to vehicle operations & safety as Krantz suggests!
