Congress to blame not pushing lifting (Shuttle like approach) & for not funding the inferior capsule approach adequately!
Why congress & nasa will not get behind the lifting body ( shuttle like) approach is mystifying . Dream chaser or x37C would be great approaches. It is a no brainer.
