Considering the facts regarding the shuttle which are:
1. Shuttle concept is optimum for anything one could want to accomplish.
2. It is designed, fabricated, tested and paid for, and we have learn much regards how to operate it.
3. Have a trained workforce, and facilities.
4. Needed NOW to service assets in orbit, ISS, Hubble, & place new satillites in orbit.
5. Is affordable, less than .5 percent of GDP .
6. Will take many years to get to this point with new designs and they aren't as capable by a long way.

The gov had not received a return on investment --we are throwing money away by not using shuttle.
