Neither of these , cots or sls/ Orion will meet our needs.!
We have the design, operating procedures, a lot of the equipment, & we should get a couple of the orbiters going & improve them over time!
Orion, certainly will not meet our needs!
COTS definitely will not.
So, figure it out, seems rather straight forward!
